Women, Peace, and Security

In 2000, the United Nations Security Council adopted Resolution 1325 on Women, Peace and Security (WPS) in recognition of the critical role that women play in achieving sustainable international peace and security. The WPS agenda also provides a framework for the inclusion of gendered perspectives and the full participation of women in peace processes and conflict prevention efforts. Over 115 countries have developed National Action Plans on WPS, including the United States, which is one of the few countries that has also codified the agenda into law. New Lines’ WPS work stream seeks to contribute to the expansion and acceleration of the agenda by providing policy analysis and recommendations for WPS practitioners around the world. The WPS workstream also provides a bridge between government agencies and civil society organizations working on issues related to WPS.

Participation

Calls for increased participation of women at all levels of decision-making, including national, regional, and international institutions; in mechanisms for the prevention, management, and resolution of conflict; in peace negotiations; in peace operations, as soldiers, police, and civilians; and as Special Representatives of the U.N. Secretary-General.

Protection

Calls specifically for the protection of women and girls from sexual and gender-based violence, including in emergency and humanitarian situations, such as in refugee camps.

Prevention

Calls for improving intervention strategies in the prevention of violence against women, including by prosecuting those responsible for violations of international law; strengthening women’s rights under national law; and supporting local women’s peace initiatives and conflict resolution processes.

Relief & Recovery

Calls for advancement of relief and recovery mechanisms to address international crises through a gendered lens, including by respecting the civilian and humanitarian nature of refugee camps, and considering the needs of women and girls in the design of refugee camps and settlements.
