Senior Director, Monitoring, Evaluation, and Learning

Dr. Gaamaa Hishigsuren is the Senior Director for Monitoring, Evaluation, and Learning at the New Lines Institute. Hishigsuren has over 28 years of experience working on international development programs, including strategy, monitoring and evaluation, quality assurance, project management, supervision, and implementation at the International Finance Corporation, World Bank Group Independent Evaluation Group, Palladium International, MEDA and IDEAS. She has led and managed numerous evaluation projects from design to execution in over 30 countries. Her sector and thematic expertise includes inclusive financial services, capital mobilization, agriculture and rural development, economic growth, gender equality and social inclusion, climate change, and food security.    

Hishigsuren has authored or co-authored numerous reports and evaluation articles, presented at industry conferences, and facilitated workshops and training on international development, including monitoring and evaluation methods. She was awarded the Individual of the Year from the SEEP Network for her contributions to the industry as a thought leader. She holds a Ph.D. in Community Economic Development from Southern New Hampshire University and a master’s in Public Administration from Indiana University.
