Weekly Forecast Monitor: Oct. 31, 2025

This week, in the Indo-Pacific, U.S. President Donald Trump met with Chinese President Xi Jinping in South Korea, where they agreed on new trade concessions following a weeklong series of meetings that saw the U.S. upgrading trade ties with regional allies. In the Middle East, Israel and Hamas traded ceasefire violation accusations following Israel Defense […]

The Geopolitical Hotspots Monitor examines the outlook for key geopolitical hotspots around the world.

1 Russia/Ukraine Conflict

The Russia/Ukraine war trended toward military escalation as Ukraine deployed reinforcements to counter recent Russian advances around the cities of Pokrovsk and Kupiansk in the Donetsk region. Russia successfully conducted a test of a nuclear-capable underwater drone believed to be capable of causing radioactive tsunamis. Russia also conducted the successful test of a nuclear-capable cruise missile. Ukraine launched successive waves of drone strikes over a three-day period against Moscow, as well as numerous attacks against Russian oil infrastructure. Ukrainian President Volodymyr Zelenskyy said Ukraine’s intensified campaign against Russian energy infrastructure has reduced Russia’s oil refining capacity by 20%. Lithuania closed its border with Belarus following repeated incidents of smugglers’ balloons crossing into Lithuanian airspace.

2 Middle East

The Middle East trended toward diplomatic de-escalation, with the Israel-Hamas ceasefire holding despite a series of Israeli airstrikes in Gaza that killed over 100 Palestinians. Israeli Prime Minister Benjamin Netanyahu ordered “powerful” airstrikes in Gaza on Oct. 28, in retaliation for Hamas killing an IDF soldier, before returning to a ceasefire status the morning of Oct. 29. European intelligence officials have reported that following the implementation of “snapback” sanctions against Iran, China has begun providing material support to Iran’s ballistic missile program. The material is believed to have been transferred by ships under sanction by the United States. Following an Oct. 30 ground raid by the IDF into Lebanon, Lebanese President Joseph Aoun ordered the Lebanese army to confront the IDF in the case of future incursions.

3 U.S./China/Indo-Pacific

The Indo-Pacific trended toward diplomatic de-escalation this week as Trump and Xi held a long-anticipated meeting and agreed to a reduction of U.S. tariffs in exchange for a resumption of Chinese rare earth exports. This meeting occurred during Trump’s Indo-Pacific tour, in which he signed revised trade deals with a number of trading partners, including South Korea, Japan, and Malaysia. Trump stated he would allow South Korea to build its own nuclear-powered submarines in a shipyard in Philadelphia as part of their agreement. China signed an agreement with the Association of Southeast Asian Nations that would see bilateral ties upgraded and allow for more trade. Indian oil refineries have halted new orders of Russian oil since U.S. sanctions were imposed last week, and India signed a 10-year defense agreement with the U.S.

4 Other Hotspots

United States

The Trump administration struck four small boats in the Pacific Ocean that it alleged to be drug smuggling vessels, killing 14 people. Forecast – military escalation scenario

Argentina

President Javier Milei’s party La Libertad Avanza won nearly 41% of the votes in this week’s midterm election, marking a strong win. Trump had claimed that continued U.S. aid to Argentina was contingent on Milei’s party’s victory. Forecast – political stabilization scenario

Morocco

More than 2,400 people have been arrested following violent protests against government spending on sports infrastructure. Forecast – political destabilization scenario

Sudan

The Rapid Support Forces rebel group claimed to have captured the army headquarters in the city of El-Fasher, the last army presence in the Darfur region, marking a significant loss for the Sudanese Armed Forces. Forecast – political destabilization scenario

United States/Canada

Trump and Canadian Prime Minister Mark Carney had a conversation that Trump described as “very nice” following last week’s escalation in which Trump called for increased tariffs on Canadian imports. The conversation followed the passage of a resolution in the U.S. Senate that would overturn the administration’s ability to impose tariffs and called for a reduction of tariffs against Canada. Forecast – diplomatic de-escalation scenario

5 Global Connectivity

The Global Connectivity Tracker examines the impact of geopolitical dynamics on key themes like trade, technology, and energy/climate.

China/Russia/Oil

Following Trump’s announcement of additional sanctions on major Russian oil companies, particularly Rosneft and Lukoil, Chinese firms suspended purchases of Russian crude. The United Kingdom has also sanctioned Rosneft and Lukoil, as well as scores of “shadow fleet” vessels, prompting Unipec, the trading arm of Chinese oil firm Sinopec, to halt Russian oil purchases as well. China currently imports around 1.4 million barrels per day of Russian oil, much of it through independent refiners.

Forecast – energy disruption scenario: While the decline in Russian oil imports reflects growing caution and tightening sanctions, it is likely to be temporary as trade negotiations between China and the United States continue. China is unlikely to permanently curtail its imports of Russian crude, given the scale of economic and strategic interdependence between the two countries.

Japan/Fusion Energy

Japanese fusion power start-up Helical Fusion has completed the world’s first successful test of a high-temperature superconductor, a component necessary for the creation of a commercial fusion reactor and a major step forward in the development of the technology. Japanese Prime Minister Sanae Takaichi has expressed interest in fusion energy, signaling possible government investment in the sector.

Forecast – energy enhancement scenario: The successful test puts the company on track to produce a viable commercial fusion reactor within the next decade. Government backing for further research and development could accelerate that timeline.

Singapore/Renewable Energy

Singapore will allocate more land on Jurong Island for renewable energy projects and a data center park, according to the Singapore Economic Development Board and developer JTC Corporation. Jurong Island, which relies on fossil fuels, is setting aside 300 hectares (about 741 acres, or 10% of its total area) for new energy projects and low-carbon fuel production. An additional 20 hectares are planned to house Singapore’s largest data center park.

Forecast – energy enhancement scenario: Singapore’s plan for a green data center park is strategic and ecologically friendly, merging Jurong Island’s industrial and energy infrastructure with modern sustainable technology. The strategy meets the country’s sustainability goals and growing demand for digital services.

European Union/Climate

EU leaders agreed to set a 2040 emissions target before next month’s COP30 U.N. climate conference. The European Commission aimed to reduce greenhouse gas emissions by 90 percent by 2040 compared to 1990 levels.

Forecast – energy enhancement scenario: Hitting the 2040 emissions target would be a significant step toward Europe’s goal of net-zero emissions by 2050. The plan will encourage innovation, competitiveness, green sector employment, energy stability, and investment throughout the clean energy transition.
